Under the Medical Clinics Ordinance (Cap. 343), the Department of Health (DH) registers non-profit-sharing medical clinics subject to their conditions relating to accommodation, staffing and equipment. DH has also promulgated the Code of Practice for Clinics Registered under Medical Clinics Ordinance which sets out the regulatory standards with a view to enhancing patient safety. DH conducts inspection to registered medical clinics.
Under the Medical Clinics Ordinance, any premises used for medical diagnosis or treatment of persons suffering from any disease, injury or disability of mind or body should be registered. However, under Section 2 of the Ordinance, certain premises or medical practices, such as private consultation rooms used exclusively by registered medical practitioners in the course of their practice on their own account, are not included as "clinic", and thus do not require registration with the Director of Health. Please refer to Section 2 of the Ordinance for details.
DH will start to accept applications for clinic licence on 13 October 2025. Clinics registered under the Medical Clinic Ordinance shall apply for a clinic licence under the Private Healthcare Facilities Ordinance (Cap. 633) in order to continue their clinic services. The Medical Clinic Ordinance will subsequently be repealed and replaced by the Private Healthcare Facilities Ordinance (Cap. 633).
