The Private Healthcare Facilities Ordinance (the Ordinance) (Cap. 633), which was gazetted on 30 November 2018, introduced a new regulatory regime for private healthcare facilities (PHFs) in Hong Kong.  Under the Ordinance, all PHFs where registered medical practitioners and/or registered dentists practise must obtain a licence or a letter of exemption.  The Government has been implementing the Ordinance in phases based on the risk level of various types of PHFs.  Application for clinic licence and request for letter of exemption for small practice clinic was started on 13 October 2025.

To introduce a series of webinars to establish a connection with stakeholders, focusing on the implementation of the Ordinance and the application process for clinic licenses, as well as requests for letters of exemption for small practice clinics.  These webinars are scheduled from January to March 2026, aiming to foster a dialogue among stakeholders.
